the Supreme Court at Hong Kong might be made executory
by the Courts in Macao without the necessity of refer-
ring them for confirmation to the Higher Court at Goa.
In reply I am to state that if Lord Elgin desires
it, Sir E. Grey will represent the matter to the Portu-
guese Government through His Majesty's Minister at Lis-
bon, but that, as things now stand, the adoption of the
Chief Justice's suggestions would apparently necessi-
tate a complete change in the Portuguese Judicial sys-
tem which it is extremely unlikely that the Portuguese
Government would be willing to introduce.
In these circumstances, unless Lord Elgin thinks
that the matter ought to be pressed, Sir E. Grey is
inclined to doubt the desirability of pursuing it fur-
ther.
